Project Description:

The applicant is proposing the construction of 4 soccer fields, 1 multi-purpose training facility, and 4 parking areas which would result in the disturbance of approximately 0.45 acres of federally regulated wetlands. As mitigation the applicant is proposing the construction on a 0.45 acre wetland and provide long term protection through a 0.83 acre conservation easement. A stormwater pollution prevention plan has been prepared to address the management of stormwater.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1,300 gallons of water per minute from Ganargua Creek and an irrigation pond for golf course irrigation at the Ravenwood Golf Club Facility. The facility has been in operation since at least 2000. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

Goulds Pumps LLC, has submitted an Air State Facility (ASF) application and transfer form to replace the Air Facility Registration for ITT Goulds Pumps Facility (formerly issued to ITT Fluid Technology Corp) with an ASF permit for this facility which produces industrial, commercial, and residential pumps. The permit will also include the new emission sources in the new 75,000 square foot building for manufacturing and test equipment.

The ITT Goulds Pumps facility was previously able to cap by rule pursuant to 6 NYCRR Part 201-4.5(a)(1) due to emissions less than 50 percent of major facility thresholds, but is now subject to Part 201-5.1(a)(3), which requires an Air State Facility Permit when emissions of Persistent, Bioaccumulative, or Toxic (PBT) compounds exceed the thresholds listed in Table 1 of Part 201-9.

As part of this application, Goulds Pumps LLC seeks to restrict emissions of total particulate matter (PM), particulates smaller than 10 microns (PM-10), particulates smaller than 2.5 microns (PM-2.5), volatile organic compounds (VOC), and hazardous air pollutants (HAP) to the levels below Part 201-6 (Title V) thresholds. This would restrict emissions in any 12 month period to less than 100 tons per year of PM, including PM-10 and PM-2.5; less than 50 tons per year of VOC; less than 25 tons per year of all HAP compounds combined; and less than 10 tons per year of any individual HAP compound.

The emission units include foundry operations including an induction furnace, the operation of two 22.1 MMBtu/hr natural gas-fired boilers, coating operations, and pump assembly/finishing operations along with associated control devices for each unit.

In addition to NYS permitting regulation (201-5), general process source regulation (212), combustion source regulation (227) and surface coating regulation (228) the facility is subject to 3 federal 'area source' (non-major) NESHAPS: 40 CFR 63.ZZZZ (reciprocating internal combustion engines), 4CFR 63.ZZZZZ (iron and steel foundry area source), 40 CFR 63.XXXXXX (metal fabrication and finishing).

In response to the application, the Department has generated a Draft Air State Facility Permit including conditions to restrict emissions to below Title V thresholds on a 12 month rolling total basis. To verify compliance, Goulds Pumps LLC will be required to maintain records of fuel use and resultant emissions from the facility, to be maintained on site for a minimum of five years, and made available with all supporting data to Department inspectors upon request.
