Negative Declaration

Monroe County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Hamlin Beach State Park - Parkwide Sanitary System Upgrade will not have a significant adverse environmental impact. The action involves the construction of sanitary sewer forcemains, pump stations and a centralized sand filter bed to replace the aged and failing 25 existing individual septic systems that are in various locations throughout Hamlin Beach State Park. The new Parkwide sanitary system includes new dual compartment septic tanks with effluent filters for each building prior to entering gravity effluent collection systems. At the end of each collection system will be a pump station that will include an aeration basin prior to the pump wet well. Each pump station will be able to be zoned off from the force main and serviced without disconnection of the entire system. The Low Pressure Sanitary Sewer (LPSS) force main system will carry the septic tank effluent to a centralized treatment facility. This treatment facility will include a flow adaptable dosing system, and 24 modular buried intermittent sand filters, that will flow to a central collection point for disinfection before discharging at a single point into Lake Ontario. The dosing system at the treatment facility is designed to allow interval shutdown and resting of the individual filters, as well as expandability if flows increase in the future. The project is located in the Hamlin Beach State Park in the Town of Hamlin, New York.

Monroe County - Zina Lagonegro, Director of Planning and Zoning for the City of Rochester, as lead agency, has determined that the proposed Promenade at Erie Harbor will not have a significant adverse environmental impact. The action involves the construction of a public access consisting of an elevated pedestrian bridge and promenade along the east bank of the Genesee River including, repairs to the Historic Johnson Seymour Mill Race and river wall, and installation of landscaping, lighting and additional park amenities. The purpose of the project is to revitalize the derelict and neglected "River Front Jewel" that appears unsafe and unusable and create a connector between the Genesee Riverway Trail, downtown Rochester and the regional and statewide trail system. The project is located at 103 Court Street, southwest corner of Court Street and South Avenue, in the City of Rochester, New York.

Steuben County - The City of Corning Planning Commission, as lead agency, has determined that the proposed Verizon Wireless Micro-Cell Antenna 52 West Market Street will not have a significant adverse environmental impact. The action involves the installation of a roof-top wireless telecommunications antenna, equipment cabinet, and connecting cabling located at 52 West Market Street in the City of Corning, New York.
