Orange County - The Town of Montgomery Planning Board, as lead agency, has determined that the proposed Federal Express Ground Package System, Inc (aka Suncap Property Group, LLC) will not have a significant adverse environmental impact. The action involves a request to construct a 248,370 square foot distribution center along with appurtenant access, parking, lighting and stormwater management facilities for Federal Express Ground. The distribution facility plans incorporate 63 loading docks, 460 employee and visitor parking spaces, 54 van staging spaces, 11 tractor spaces, 105 twenty-eight foot long truck trailer spaces, and 77 long trailer spaces. Access is proposed to be a single 30 foot wide driveway with gated access, and the use is proposed to operate 24 hours per day. The site is a 43.7 acre vacant and undeveloped parcel located on the west side of Neelytown Road (County Route 99) in the ID (Interchange Development) zoning district in the Town of Montgomery, New York. The use in question requires a special exception use permit and site plan approval for a use that is defined as a warehouse with three or more truck bays and/or truck terminal. The building will be served by central water and sewer, with separate domestic water service and fire service lines proposed.
