Project Description:

The Department has received a request for a Renewal/Modification to a State Facility Permit for the purpose of operating air pollution sources and has drafted, pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, for the facility which is located at Sherrill Manufacturing Inc, in the Village of Sherrill, in Oneida County, in the State of New York. The exact location is 102 East Seneca Street in Sherrill, NY. This facility is engaged in the manufacture of stainless steel flatware. The Standard Industrial Classification representative of this facility is 3914 (Silverware and Plated Ware). The source of air emissions originates from metal buffing operations. With respect to air pollution regulation, the emissions of concern at Sherrill Manufacturing are particulate matter. The nature of this modification is to remove two emission units and various sources from the permit; accordingly air emissions will be reduced.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 11, 2016.
