Project Description:

The Town of Wawayanda proposes development and use of two new water supply wells, identified as Robinn Meadows Well #6 and Robinn Meadows Well #7, to be located at Robinn Meadows Well Field in Town of Wawayanda. These new wells will supply water in an amount not to exceed a pumping capacity of 50 and 48 gallons per minute (gpm), respectively, and increase the approve taking (water withdrawal) of the Robinn Meadows Water District to 177,121 gallons per day (gpd).

As part of this application, the Department will formally consolidate the water supply of the Town of Wawayanda, and combine all its water fields and water sources, with total capacity of approximately 521,120 gpd, under a single facility permit (WWA No. 11,910).

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modification to the State Facility Permit for Landmark at Eastview.

This permit modification adds five boilers to the permit, two of them rated at 10 mmBtu/hr and three of them rated at 12 mmBtu/hr. The NOx emissions from these sources are accounted for in the updated capping equation under 201-7. Sulfur content limits for both residual and distillate fuel oil have also been updated to reflect the revised 6 NYCRR Part 225 requirements.

The three boilers that were located in the facility's powerhouse (Building 763) were decommissioned on December 31, 2015. Two of the boilers have a maximum heat input of 49.5 mmBtu/hr each and the third boiler has a heat input of 85.9 mmBtu/hr. Modification 1 also serves to remove these three sources.

BMR Landmark at Eastview Holdings LLC maintains a property located in Tarrytown, NY. The property consists of eleven buildings that house multiple tenants in laboratories and office space. The buildings are identified as 735, 745, 755, 763, 765, 767, 769, 771, 777, 785 and 795.

The permitted combustion sources at this site include one (1), 10 mmBtu/hr natural gas-fired boiler in building 735, one (1), 10 mmBtu/hr, natural gas-fired boiler in building 745 and three (3), 12 mmBtu/hr, natural gas-fired boilers in building 769. In addition to these eight permitted boilers, the facility operates twenty-seven (27) exempt, natural gas-fired boilers. There are also seven (7) natural gas-fired emergency generators and fifteen (15) diesel-fired emergency generators onsite. These units are restricted to operating no more the 500 hours per year in order to maintain their emergency status.

All combustion source NOx emissions, from both exempt and non-exempt sources, will be included in the facility-wide NOx emissions cap of 45,000 lbs per year. Oil storage tanks and cooling towers are also located at this site.

The facility is subject to a number of state and federal regulations including 6 NYCRR Parts 201, 225, 227, 40 CFR Part 60 Subpart Dc and 40 CFR Part 63 Subpart ZZZZ.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.
