Public Notice

Madison County has issued a Final Request For Proposals (RFP) dated February 4, 2016 to request comments from companies that are interested in developing a facility in the County's Agriculture and Renewable Energy (ARE) Park located in the Town of Lincoln at the County's landfill site on Buyea Road that will use non-recyclable plastic material and tires from Madison County and elsewhere to produce oil products. Interested companies should request a copy of the Final RFP from Kipp Hicks, Madison County Industrial Development Agency. Comments received on the Draft RFP have been considered and incorporated into this Final RFP where appropriate. Proposals must be submitted in hard copy to the Madison County Purchasing Officer, Nicole Schafer-Farino, County Office Building, North Court Street, P.O. Box 635, Wampsville, New York 13163, on or before 3:00 p.m. on April 1, 2016.

Negative Declaration

Oswego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Modification and Renewal of D&A Stock Road Mine Mined Land Reclamation (MLR) Permit will not have a significant adverse environmental impact. The action involves a proposal by the applicant to expand a permitted 4.98 acre sand and gravel mine by approximately 5.7 acres for a total proposed Life of Mine (LOM) of 10.68 acres. The mine is within an 80 acre parcel of land located at 85 Stock Road in the Town of Hannibal, New York. Excavation will be done by mechanical equipment standard to sand and gravel mining operations. Material will be processed with a portable screener. The mine floor will be mined to an elevation which is consistent with the adjacent Oswego County mine to the south and will be above the local water table. An agreement has been reached with Oswego County Department of Transportation and Ken Malone Excavating to mine the common property line between the two mines to a create a flat and uniform mine floor elevation. The reviewed LOM is 5.7 acres.

Oswego County - The Village of Sandy Creek, as lead agency, has determined that the proposed Water Storage Project for the Sandy Creek/Lacona Joint Waterworks will not have a significant adverse environmental impact. The action involves the replacement/construction of a 300,000 gallon elevated water storage tank and the demolition of the existing tank. The project is located on Tift Street in the Village of Lacona, New York.
