Project Title: Pierce's Service Station

Location: 707 Stowersville Road in the Town of Lewis, New York.

Project Description: The action involves construction of a 3,200 square foot commercial welding shop and storage facility and a two lot subdivision involving wetlands. Lot 1 will be 3 acres in size and is developed by a pre-existing gasoline service station and repair shop. The existing buildings are served by an individual on-site well water supply and wastewater treatment system. No new land use or development is proposed for this lot which will be sold. Lot 2 will be 11.5 acres in size and will be developed by a one story 3,200 square foot welding shop and storage building. No water supply or on-site wastewater treatment system is proposed. This lot will be retained. All new land use and development is located more than 100 feet from wetlands.

Project Title: New York State Department of Transportation (NYS DOT)

Location: NYS Route 28 over the Hudson River at the Glen in the Towns of Chester and Thurman , New York.

Project Description: The project involves replacement of the Route 28 bridge over the Hudson River at the Glen, involving wetlands and a Recreational River area. The bridge will be replaced in two phases on the same alignment. During construction alternating traffic will use one lane of the bridge controlled by traffic control lights at each end of the bridge. Impacts to wetlands will be temporary and when the project is completed all wetlands will be restored. There will be temporary fill within the waters of the Hudson River for crane pads that are necessary to construct the bridge. The fill will be removed when the project is completed and the riverbed restored to its original condition.


Negative Declaration

Essex County - The Town of Willsboro, as lead agency, has determined that the proposed Wastewater Treatment Improvements will not have a significant adverse environmental impact. In 2013, the Town faced a major Rotating Biological Contact (RBC) Failure, where emergency repairs were made and an Engineering Firm was hired to make recommendations. Due to the failure, the Town of Willsboro is facing a Consent Order issued by the New York State Department of Environmental Conservation (NYS DEC). The Town has secured a Loan through New York State Environmental Facilities Corporation and NYS DEC. The project consists of required upgrades to the Wastewater Treatment Plant. A Membrane Reactor and UV treatment system will be installed at the Plant. A new collection system will be installed along Farrell Road to tie in the Town Hall and Fire House. An Engineering Report was prepared August 2015. There are no historic properties affected. The project is located on Gillilland Lane and Farrell Road in the Town of Willsboro, New York.

Saratoga County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Ernie DS Place LLC Mined Land Reclamation Permit Application will not have a significant adverse environmental impact. The project involves a proposal by the applicant for a new 44 acre life of mine sand mine (surface unconsolidated material) on a 226 acre parcel located in the Town of Saratoga and owned by the permittee. The mine will be operated as a traditional surface opening extraction by means of mechanical excavating and processing by passive screening standard to this type of unconsolidated mining operation. The site is currently used for agriculture, and has not been previously mined. The proposed reclamation is restoration to agriculture. Sand will be used predominantly for construction and landscaping purposes The project is located on west side of US Route 4S, the entrance road is approximately 1 mile north of the intersection with Route 4S and Wilbur Road, in the Town of Saratoga, New York.
