Notice of Acceptance of Final SEIS

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed Multi-Use Recreational Trail System .

NYS DEC announces the completion of the Final Supplemental Environmental Impact Statement (Final SEIS) for the Proposed Multi-Use Recreational Trail System located in the St. Lawrence Flatlands Unit Management Planning Area. Electronic copies of the Final SEIS are available on the NYS DEC's website at: or by contacting the NYS DEC Potsdam sub-office noted below or by requesting a CD by e-mail at: This notice has been prepared in accordance with Article 8 of the Environmental Conservation Law.

The Final SEIS describes several alternatives for the development of multi-purpose trails in the area in and around the Brasher, Bombay, Buckton and Fort Jackson State Forests, and selects the preferred alternative. It further describes the potential impacts that could result from the development of multi-purpose trails in the subject area, and presents mitigation measures that are proposed to address those impacts.

Activities that have the potential to cause significant adverse impacts include the construction and maintenance of the trails, as well as public use of the trails after they are constructed. Potential impacts discussed in the Final SEIS include: soil compaction and erosion; noise; introduction of invasive species; creation of illegal trails and trespass onto private land; user conflicts; and disturbance of wildlife. The Final SEIS discusses all of these potential impacts and describes recommended management activities and mitigation measures to minimize potential impacts.

The Final SEIS includes comments received during the public comment period, and NYS DEC's response to those comments. The revised Draft SEIS plus the comments and responses constitute the Final SEIS.

The project is located in the Towns of Bombay and Moira in Franklin County, New York and the Towns of Brasher and Stockholm in St. Lawrence County, New York.
