The applicant proposes approximately 260' of erosion control measures to be installed along the shoreline of Otisco Lake. Approximately 195' of angular limestone riprap with native plantings will be interspersed with 65' of a 2-course terraced limestone block wall. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue to Sithe/Independence Power Partners a revised Title V permit to authorize the modification of four combustion turbines at Independence Station, Oswego, NY. The facility will increase firing capacity but the changes will not be subject to New Source Review.

The facility consists of four stationary gas turbines (GE MS 7001FA). Block 1 consists of 2 gas turbines. The MW output is a function of ambient temperature and varies from 130 MW in the summer to 170 MW in the winter. Each gas turbine is equipped with a heat recovery steam generator; the two GT/HRSGs supply a single steam turbine (209 MW). Block 2 is of identical configuration to Block 1, consisting of turbines 3 and 4, each with a steam generator, and one steam turbine. The turbines are equipped with dry low NOx combustors and SCR with ammonia injection. The turbines are capable of operating in simple-cycle mode, in which case steam from the HRSG is dumped to a condenser. The NOx limit is 4.5 ppm, the CO limit is 15 ppm.

The permit will authorize the following:

  1. The facility will install GE's 2.6e combustion system: replacement of combustion components in the engine and the turbine's fuel supply train.
  2. The facility will install Advanced Gas Path: replacement of the compressor and replacement of hot gas path components (buckets, nozzles, shrouds).
  3. The facility will install GE's Mark VIe software controls.

The station's MW capacity will increase by as much as 92 MW, and the heat input capacity will increase between 122 and 146 mmBtu/hr for each turbine. The NOx concentration at the exit of the turbine will be reduced from 25 ppm to 9 ppm. This could translate into a lower stack concentration, assuming the SCR is used to its capability, as low as 2 ppm. The proposed modifications to the turbine will render it subject to the 40 CFR Part 60, Subpart KKKK (instead of 40 CFR Part 60, Subpart GG), which is less restrictive than the permit. The heat recovery steam generators are equipped with duct burners that are subject to NSPS Subpart Db. Once the modified turbines become subject to Subpart KKKK, the duct burners will no longer be subject to Db. See 40 CFR 60.4305(b). The changes to the combustor will result in the unit being more efficient. The changes will also increase the capacity by about 146 mmBtu/hr, per unit, and as much as 92 MW facility-wide. The turbines will become subject to 6 NYCRR 251, CO2 performance standards for major electric generating facilities.
In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
