Project Description:

The Village of Dansville proposes to operate a new compost facility at the existing Dansville Wastewater Treatment Plant. The facility will treat 242 tons per of dewatered sludge solids per year, to produce 382 tons of compost within a recently constructed building located at 2 Commerce Drive, between Interstate 390 and Canaseraga Creek. The compost will be made available to the Village of Dansville residents and other Village departments. The Department of Environmental Conservation has determined that the project, as represented in the application, meets the Part 360 requirements. As a tentative determination on the Solid Waste Management Permit, the Department seeks comments prior to making a final decision.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Dansville Village Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

Applicant proposes to construct drainage amenities to the south end of State Freshwater Wetland (FWW) BR-18 that include excavating a 3-foot wide drainage channel to direct flow into a new outlet control structure. The new outlet control structure will be constructed within the 100-foot adjacent area of FWW BR-18. The purpose of this work is an attempt to relieve residential flooding. In addition to the excavation, approximately 100 cubic yards of fill material will be placed within the 100-foot adjacent area to raise the elevation at the south end of BR-18 and eliminate uncontrolled overflowing flood waters. The project will result in approximately 1,830 square feet of disturbance to FWW BR-18 and 5,700 square feet within the 100-foot adjacent area.

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
