Project Description:

The Department has prepared a draft permit and made a tentative determination to approve the application to renew the facility's Title IV and Title V permits, and to establish emission reduction credits (ERCs) from the shutdown of emission source U0010 (GT7). The applicant has requested 12.1 tons of oxides of nitrogen (NOx) and 0.072 tons of volatile organic compounds (VOCs) reductions, and DEC has approved 12.1 tons of oxides of NOx and 0.072 tons of VOCs reductions.

The facility consists of two (2) 185 MWe turbine/generator boiler sets operating on natural gas, #1, #2 or #6 fuel oils. In addition, an industrial steam boiler is maintained on site for building heat. Eleven combustion turbine-generators are maintained on site to meet system load demands. The combustion turbines operate on either natural gas, #1, or #2 fuel oils.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

The Department has prepared a draft permit and has made a tentative determination to issue a Title V air pollution permit renewal for American Technical Ceramics (ATC), located at 1 Norden Ln. and 10 and 15 Stepar Pl., Huntington Station, NY. The facility is located in a severe non-attainment area for ozone and has a potential to emit more than 25 tons per year of VOCs. The facility provides component and interconnection substrate solutions for RH microwave, and telecom industries. The facility designs, develops, manufactures and markets component thin-film and LTCC products. Applications for their products include the wireless communication infrastructure, fiber optic, medical electronics, semi-conductor manufacturing equipment, defense, aerospace, and satellite communications devices.

The Department has prepared a draft permit and has made a tentative determination to issue a Title V permit renewal for Mason Industries. The facility will continue its rubber production and surface coating operations. The sources subject to the Title V requirements consist of the painting operations including the spray booth and dip booths, rubber production and product fabrication. The facility Total HAP emissions will be capped at 24.5 tons per year. The facility Single HAP emissions will be capped at 9.5 tons per year. The two emission caps limit the facility's emissions to avoid being subject to MACT standards pursuant to 40 CFR Part 63 Subpart U.
