Negative Declaration

Ulster County - The Town of Rochester Planning Board, as lead agency, has determined that the proposed Hellin Minor Subdivision will not have a significant adverse environmental impact. The action involves a proposed subdivision of a parcel resulting in 3 lots of 3.067± acres, 3.892 ± acres, and 3.093± acres for the purposes of creating two new residential building lots with frontage on a town maintained public road. Property is listed on the National Register. The project is located in the AR-3 zoning district at 90 Upper Whitfield Road in Accord, Town of Rochester, New York.

Positive Declaration and Public Scoping

Rockland County - The Stony Point Planning Board, as lead agency, has determined that the proposed Breakers Waterfront Mixed-Use Development may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on January 27, 2016 at 7:00 p.m. at the Rho Building, 5 Clubhouse Lane, Stony Point, NY. The action involves a site plan and special permit application for the redevelopment of an existing marina for a waterfront mixed-use development constituting 13,000 square foot of commercial floor area, a public esplanade, 250 boat slips and approximately 210 units of mixed housing pursuant to the Stony Point Zoning Code.& The project is located on both sides of Hudson Drive, 600 feet north of Tomkins Avenue in the Town of Stony Point, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Westchester County - The Town of Mount Pleasant Planning Board as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Landmark at Eastview North Campus. A public hearing on the Draft EIS will be held on February 4, 2016 at 8:00 p.m. at the Town of Mount Pleasant 1 Town Hall Plaza, Valhalla, NY 10595. Written comments on the Draft EIS will be accepted until February 15, 2016. The Draft EIS is available from the Town of Mount Pleasant Town Hall, 1 Town Hal! The subject Mount Pleasant portion of the Landmark at Eastview contains 66.54 acres (totaling 86.21 acres with the Home Depot lease area). Prior to recent construction, the site contained approximately 281,325 square feet of research and development. In 2011, the Town Planning Board approved an expansion of 440,000 square feet of research and development and issued a Findings Statement. In 2013, the Town Planning Board approved an amended expansion of 297,000 square feet of research and development space. The recently constructed Regeneron research and development buildings are approximately 268,702 square feet for a total of 550,027 square feet. The 2011 approval of 440,000 square feet added to the previously existing 281,325 square feet resulting in 721,325 square feet. However, of that only 550,027 square feet exists and now 137,110 square feet is proposed to be demolished. The proposed action is associated with an Amended Site Plan Approval to construct 519,520 square feet at this time with multiple buildings and associated parking structures with a net new building area of 211,112 square feet of research and development.

The project is located at 777 Old Saw Mill River Road in the Town of Mount Pleasant, New York.

Notice of Acceptance of Final EIS

Westchester County - The Town/Village of Harrison Planning Board as lead agency, has accepted a Final Environmental Impact Statement on the proposed Residences at Corporate Park Drive. The Final EIS is available from the Town of Harrison Town Hall, 1 Heineman Place, Harrison, NY 10528 and on line at: http://archive.harrison-ny.gov/planning/resatcorpparkdr/.

The action involves the consideration of zoning text amendments that would permit multi-family residential use and support retail uses in the SB-O zoning district by Special Exception Use. Additionally, the proposed action involves the redevelopment of a 10.35 acres parcel of located at 103/105 Corporate Park Drive in Harrison, New York (within the SB-O district) that currently supports two nearly vacant and underutilized office buildings to accommodate the construction in their place of a 421 unit, 4-5 story multi-family residential building containing various amenities and an adjacent restaurant designed for young professionals and empty nesters, supported by 752 off street parking spaces, located primarily within a multi-level parking garage, along with associated improvements.
