ENB - Region 3 Notices 1/6/2016

Negative Declaration

Ulster County - The Town of Esopus Planning Board, as lead agency, has determined that the proposed Re-Subdivision and Lot Line Adjustment will not have a significant adverse environmental impact. The action involves the resubdivision of a 53.05 acre estate parcel, adjacent to the Hudson River, into two lots of 8.42 acres and 44.31 acres each and also to exchange lands with an abutting residential lot also owned by the project sponsors. The 8.42 acre lot will encompass a mansion that is listed on the State and National Register of Historic Places, along with an accessory dwelling. The 44.31 acre lot will encompass two large barns and other non-habitable structural improvements. The project sponsors have no plans for immediate development of the larger lot, nor for any disturbance of the lot, although the site could be developed "as of right" with a single dwelling. The size and layout of the 44.31 acre parcel allows for future siting of a residence in a location that avoids visually sensitive areas, important natural habitats and locations that may have a high potential for yielding cultural artifacts. The layout and location of the 8.42 acre lot will not adversely affect the historic integrity of the mansion that is on the National Register. The project is located at 14 Lamont Landing in the Town of Esopus, New York.
