Negative Declaration

Chenango County - The Town of Guilford, as lead agency, has determined that the proposed Town of Guilford - Water System Improvements Project will not have a significant adverse environmental impact. The action involves improvements to the existing town water system to improve operation, improve water quality and potentially expand services. The existing system consists of a surface water treatment facility, groundwater source, a water storage tank and several distribution lines. The proposed project may include but is not limited to the following: Reconstruction of existing surface water treatment facility; Installation of Arsenic Removal Treatment System for existing groundwater source; Exploration of new ground water source; Construction of new ground water source treatment facility and water supply mains; Replacement of deteriorated water mains, valves, hydrants and appurtenances; Extension of existing distribution lines to serve additional users; Restoration of roads and sidewalk; Evaluation of existing dam structure to determine the structural stability, useful life, annual maintenance costs and value of retention for the Town. Almost all water main construction shall take place within roads or Right-of-Ways of previously disturbed earth. The project is located in the Hamlet of Guilford, Town of Guilford, New York.

Cortland County - The Town of Preble Town Board, as lead agency, has determined that the proposed Local Law No. B-2015 - Regulating Outdoor Wood Boilers in the Town of Preble will not have a significant adverse environmental impact. The action involves the adoption of a Local Law which ensures outdoor wood boilers are utilized in a manner that does not create a nuisance and in recognition of the impact outdoor wood boilers have on the health, safety and welfare of the citizens of the Town of Preble. The project is located throughout the Town of Preble, New York.

Cortland County - The Town of Preble Town Board, as lead agency, has determined that the proposed Local Law No. A-2015 - Amending the Zoning Ordinance of the Town of Preble to Amend Certain Definitions in the Town of Preble will not have a significant adverse environmental impact. The action involves the adoption of a Local Law to amend and clarify certain requirements related to permitted uses in the Residential Lake Side District (R1L), as well as adds a new section prohibiting the use of recreational vehicles as a dwelling. The project is located in the Residential Lake Side District (R1L) of the Town of Preble, New York.

Tompkins County - The City of Ithaca Planning Board, as lead agency, has determined that the proposed Site Improvements will not have a significant adverse environmental impact. The action involves a proposal by the applicant to convert a portion of the existing commercial space into a bar, expand and renovate the existing office space, create one apartment, and provide storage. Exterior renovations include construction of two new building entrances, one of which will have a stair connecting the back entrance to the adjacent parking area, realignment of the curbing to provide better maneuverability in the 1-car parking area, walkways, landscaping, lighting, and signage. The new bar, office spaces, and apartment require 31 off-street parking spaces. The applicant is proposing shared parking with the adjacent Argos Inn. The project is in the B-4 Zoning District and the East Hill Historic District. The project requires variances for existing area deficiencies and loading and has received a Certificate of Appropriateness from the Ithaca Landmarks Preservation Commission (ILPC). The project is located at 416-418 East State Street / MLK Boulevard in the City of Ithaca, New York.
