Negative Declaration

St. Lawrence County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of the Conifer-Emporium Conservation Easement Interim Recreation Management Plan will not have a significant adverse environmental impact. The Conifer-Emporium Interim Recreation Management Plan (IRMP) proposes the construction of a new non-motorized trail known as the Lost Pond Interpretive Trail. It will be used as an interpretive/self guided trail, complete with numbered posts to correspond with a brochure and designated areas for nature, bird, and wildlife viewing. The trail will be approximately 1 ½ miles long and will be served by an existing public parking area located adjacent to the public boat launch off of NYS Route 3 and the Columbian Road. Removal of saplings and brushing will be necessary for trail completion. Minor bog bridging will be placed to keep foot traffic out of wetlands The project is located in the Town of Clifton, New York.
