The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project is Located:

Staten Island, Richmond County

Project Description:

NYC DEP has submitted a permit application authorizing various capital projects for stormwater management within the Clay Pit Ponds/Port Mobil Watershed in Staten Island. The watershed is approximately 1,116 acres, bounded by the Arthur Kill to the north and west, Bloomingdale Road to the east, and Veteran's Road West to the south. This watershed-level permit would apply to installation of sanitary and storm sewers, three pump stations, five stormwater Best Management Practices (BMPs), and six new outfalls to the Arthur Kill. Individual projects must be submitted to the Department prior to construction for authorization pursuant to the watershed-level permit. The proposed actions are intended to reduce flooding and improve sanitary wastewater flow to Oakwood Beach Wastewater Treatment Plant by reducing reliance on septic systems. Proposed BMPs include: CP-1, a stilling basin located within the unbuilt portion of the West Shore Expressway near Woodrow Road; CP-2, a stilling basin in conjunction with stream restoration and a new outlet located within Clay Pit Ponds State Park Preserve near Turner Street; CP-3, an outlet stilling basin adjacent to Bloomingdale Road at Radigan Street; CP-4, two outlet stilling basins with swale and stream improvements located within Clay Pit Ponds State Park Preserve near Carlin Street; and CP-5, two outlet stilling basins in conjunction with wetland restoration located adjacent to Arthur Kill Road near Ellis Road. This permit would authorize construction of the first capital project in this watershed, SER200241, which includes installation of storm sewers, sanitary sewers, and appurtenances in Bloomingdale Road, along with the accompanying stormwater BMP, CP-3.

State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
