Project Description:

The applicant proposes to modify their existing permit to reconfigure the redevelopment of Pier 54 as a public park for general recreation and cultural events space. The project site is located within the 550 acre Hudson River Park, between the current Pier 54 pile field and the Pier 56 pile field, at approximately West 12th Street to West 14th Street. The existing Pier 54 platform has been removed and the bulk of the existing Pier 54 piles will remain to enhance aquatic fishery habitat value. The proposed Pier 54 replacement structure includes an approximately 320 foot by 320 foot platform structure and two access ramps that will be supported by 535 new piles, supporting a 2.76 acre overwater footprint. The pier elevation will range from approximately 9 feet to 62 feet above sea level. A temporary support vessel (approx. 4,000 SF) will be allowed to moor at the platform for up to 6 months per year.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

The applicant proposes to expand an existing residence within a NYSDEC freshwater wetland adjacent area. Mitigation for project impacts is a native shrub and seed planting to stabilize streambank and soils. The project is located with NYSDEC regulated Class I Freshwater Wetland NA-5 (Reed's Basket Willow Swamp), at 120 Old Farmers Lane, Staten Island, Block 860/ Lot 99.
