Public Notice

Designation of Critical Environmental Area

Town of Queensbury, Warren County - The Town of Queensbury has designated two areas of marl fen at the Floyd Bennett Memorial Airport and adjoining lands as Critical Environmental Areas.

The boundaries of the area are depicted on a map titled Marl Fen at Floyd Bennett Memorial Airport, dated December 3, 2014, as shown in Figure 1 of a Memorandum by Greg Edinger of the New York Natural Heritage Program to New York State Department of Environmental Conservation, and all lands outside those designations and adjacent thereto within 100 feet. The designation is described in Resolution No. 377, 2015, adopted November 2, 2015.

The basis for the designation is exceptional and/or unique characteristics of the marl fens as identified by New York Natural Heritage Program staff at three observation points, indicated as GFA01, GFA02 and GFA03 taken on November 19, 2014. These characteristics may include a benefit to human health; a natural setting; agricultural, social, cultural, historic, archaeological, recreational or educational values; and an inherent ecological, geological, or hydrological sensitivity to change.

Essex County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Draft Amendment to the Wilmington Wild Forest Unit Management Plan will not have a significant adverse environmental impact. This amendment to the 2005 Unit Management Plan proposes the establishment of additional multiple-use recreational trails. The amendment seeks to provide better connections to the local communities, provide more trails that would be appropriate for beginner mountain biker riders, hikers and cross country-skiers and increase the recreational opportunities for persons with disabilities, and relocate some trail segments to better protect natural resources. In addition, a portion of an existing trail will be re-routed to accommodate all uses, including snowmobiles. Two new parking areas will be constructed, and several parking areas will be improved.

The project is located in the Town of Wilmington, New York.

Comments are welcome and will be accepted by the contact person until January 22, 2016. The Draft Unit Management Plan amendment is posted on the web at:
