Negative Declaration

New York County (Manhattan) - The Lower Manhattan Development Corporation, as lead agency, has determined that the proposed Pier 42 will not have a significant adverse environmental impact. The action involves the New York City Department of Parks and Recreation will creation and operation of a new, 7.35 acre public open space on and around Pier 42 in Lower Manhattan. The site will include new plantings and landscaping, pathways and comfort station. The existing pier shed will be removed to open up views of the East River. The bulkhead along the East River will be repaired and the site's ability to handle stormwater and storm surges will be improved. The project is located on Pier 42, bounded by FDR Drive, the East River, East River Park and Montgomery Street in Manhattan, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Bronx, Kings, New York, Queens and Richmond Counties (Bronx, Brooklyn, Manhattan, Queens, and Staten Island) - The New York City Planning Commission, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Zoning for Quality and Affordability Text Amendment. A public hearing on the Draft EIS will be held on December 16, 2015 at 9:00 a.m. at the National Museum of the American Indian, Alexander Hamilton U.S. Custom House, One Bowling Green, New York, NY. Written comments on the Draft EIS will be accepted until December 28, 2015. The Draft EIS is available from the New York City Department of City Planning, Environmental Assessment and Review Division, 120 Broadway, 31st Floor, New York, NY, 10271 and on line at: http://www.nyc.gov/html/dcp/html/env_review/eis.shtml.

The action involves a request by the New York City Department of City Planning for an amendment of the Zoning Resolution of the City of New York to support the creation of new affordable housing and encourage better residential buildings. To incorporate these goals, various sections of the Zoning Resolution will be amended. The project is located throughout New York City, New York.
