Project Description:

DEC has received an application for the renovation of the docking facilities at the site. The project proposes to dredge approximately 950 cu. yds. of material from an area of approximately 42,000 sq. ft. in an embayment off of Swan Bay. The proposed project also includes placement of approximately 250 linear feet of rip-rap hardened shoreline. The NYS threatened Blanding's turtle (Emydoidea blandingii) is known to utilize habitat in the vicinity of the project area.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

DEC received an application for a permittee-initiated modification to the 120,000 gallon per day treated wastewater permitted discharge to the Indian River from the Village of Antwerp. The Village of Antwerp is undertaking a capital improvement project to rehabilitate or replace wastewater treatment units and add tertiary treatment and disinfection processes. DEC developed a draft permit in accordance with ECL Article 17 and 6 NYCRR Part 750. The draft permit contains proposed effluent limit changes as compared to the currently effective permit. The effluent phosphorus limit has been reduced to meet the Technical and Operational Guidance Series 1.3.6. Please note that when the Department updates a permit this typically includes updated forms incorporating the latest general conditions.
