Negative Declaration

Richmond County (Staten Island) - The Empire State Development, as lead agency, has determined that the proposed Arthur Kill Land Use Improvement Project will not have a significant adverse environmental impact. The action involves the reuse and partial redevelopment of an approximately 69 acre site on the southwesterly side of Staten Island at the former Arthur Kill Correctional Facility for film production purposes. The project would involve rehabilitation of existing structures and the construction of up to 10 new studio stages, totaling approximately 169,765 square feet. The proposed development program includes the rehabilitation of 41 of the approximately 43 existing structures to be used for offices, movie/television sets, storage, workshops and accessory uses such as rooms for wardrobe, props; hairstyling and make-up. The 10 proposed studio stages would be constructed in two phases. Phase I would include the construction of proposed studio stages 1-5, totaling approximately 98,765 square feet in five separate buildings. It is anticipated that Phase I would be completed two years after project approval. Phase 2 would include the remaining proposed studio stages 6-10, totaling approximately 71,000 square feet in five separate buildings. The project is located at 2911 Arthur Kill Road in Staten Island, New York.
