Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0029301) pursuant to 6 NYCRR Part 750-1.18 and 750-1.19, the priority ranking system known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Town of Friendship Wastewater Treatment Plant has a design flow of 0.286 million gallons per day (MGD) and discharges treated sanitary wastewater into Van Campen Creek, a class C waterbody. Treatment includes primary settling, activated sludge treatment, final settling, UV disinfection, and sludge dewatering. The proposed modifications to this permit include: the updating of general permit conditions; the addition of a Dissolved Oxygen monitoring requirement; the removal of the existing Chlorine effluent limit due to the replacement of Chlorine disinfection with UV disinfection; and the addition of a Mercury Minimization Program. Additionally, the draft permit includes a requirement for supplemental monitoring of Nitrite in order to assess whether this contaminant is present in effluent at levels exceeding guidance values.

The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. A draft permit is available for review.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a Draft Permit and made a tentative determination to approve this application for modification of an air state facility (ASF) permit. Dual Print and Mail LLC operates sheet-fed/web offset lithographic printing processes using both heat-set and cold-set inks. This ASF permit modification is for the addition of new applicable requirements specified under 6 NYCRR 234 Graphic Arts. In addition, the renewal requirement under 6 NYCRR 201-5.2(c) was added to the permit, existing applicable requirements that were revised since the last permit modification were updated, and the facility name was changed.

The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC Office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.
