The applicant is proposing the construction of a new 300 feet long boardwalk and 15 feet by 30 feet observation deck, excavation of two potholes and the rehabilitation of the existing cartop boat launch. Additionally, the existing interpretive nature trail will be upgraded. The boardwalk and potholes are located within NYS Freshwater Wetland HM-7 and/or the corresponding wetland adjacent area.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant is proposing the construction of 163 cottage-style houses in an effort to provide student housing on a 58 acre site. As proposed, 0.42 acres of federally regulated wetland will be impacted due to the construction of the access road. To compensate for the federal wetland impacts 0.84 acres of on site wetland mitigation would be created. A stormwater pollution prevention plan has been prepared for the project.

Project Description:

ITT Fluid Technology Corp has submitted an Air State Facility application to replace its Air Facility Registration for its ITT Goulds Pumps Facility, which produces industrial, commercial, and residential pumps. The permit will also include the new emission sources in the new 7500 square foot building for manufacturing and test equipment.

The ITT Goulds Pumps facility was previously able to cap by rule pursuant to 6 NYCRR Part 201-4.5(a)(1) due to emissions less than 50 percent of major facility thresholds, but is now subject to Part 201-5.1(a)(3), which requires an Air State Facility Permit when emissions of Persistent, Bioaccumulative, or Toxic (PBT) compounds exceed the thresholds listed in Table 1 of Part 201-9.

As part of this application, ITT Fluid Technology Corp seeks to restrict emissions of total particulate matter (PM), particulates smaller than 10 microns (PM-10), particulates smaller than 2.5 microns (PM-2.5), volatile organic compounds (VOC), and hazardous air pollutants (HAP) to the levels below Part 201-6 (Title V) thresholds. This would restrict emissions in any 12 month period to less than 100 tons per year of PM, including PM-10 and PM-2.5; less than 50 tons per year of VOC; less than 25 tons per year of all HAP compounds combined; and less than 10 tons per year of any individual HAP compound.

The emission units include foundry operations including an induction furnace, the operation of two 22.1 MMBtu/hr natural gas-fired boilers, coating operations, and pump assembly/finishing operations along with associated control devices for each unit.

In addition to NYS permitting regulation (201-5), general process source regulation (212), combustion source regulation (227) and surface coating regulation (228) the facility is subject to 3 federal 'area source' (non-major) NESHAPS: 40 CFR 63.ZZZZ (reciprocating internal combustion engines), 4CFR 63.ZZZZZ (iron and steel foundry area source), 40 CFR 63.XXXXXX (metal fabrication and finishing).

In response to the application, the Department has generated a Draft Air State Facility Permit including conditions to restrict emissions to below Title V thresholds on a 12 month rolling total basis. To verify compliance, ITT Fluid Technology Corp will be required to maintain records of fuel use and resultant emissions from the facility, to be maintained on site for a minimum of five years, and made available with all supporting data to Department inspectors upon request.

Project Description:

The applicant is proposing to dredge approximately 450 cubic yards of accumulated sediment from the Power Canal Inlet just north of Waneta Lake. Material will be removed by crane with a clam bucket and an excavator operated from the east side. Silt curtains will be installed to protect water quality. Upon removal and dewatering the material will be taken to a permitted landfill.
