Applicant proposes to use approximately 126 cubic yards of rock for shoreline erosion protection along 136 feet of Oneida Lake. The rock will be sloped 3 to 1 and will be 10 feet wide. A 20' x 40' area will be dredged and rock will be used to create a stable ramp into the lake. Work will be done during lake draw down. Erosion and sediment controls will be used to prevent any discharge into the lake. The project is along the southern shore of Oneida Lake, 1500 feet east of the intersection of Rt 31 and Lakeport Road.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue Novelis Corporation a modified Air State Facility (ASF) permit. Novelis' Oswego facility is a secondary aluminum processing plant. Aluminum scrap is processed, melted, alloyed, and cast into ingots. Rolling mills flatten the ingots into rolls of aluminum. The CASH finishing lines start with a roll of aluminum, 0.5 mm to 4 mm thick, 2 meters wide, in an unwind station and end with a rewind station. The lines are continuous and consist of annealing, finishing, and surface treatment processes. The sheet is passed through the annealing furnaces at various speeds and temperatures, depending on the alloy and desired specifications. The annealing furnaces are equipped with low nitrogen oxide burners and only fire natural gas. A pusher furnace authorized under the prior permit has not yet been installed. A pusher furnace heats the ingot, and holds the ingot at a prescribed temperature, to impart physical properties.

In a permit dated May 2, 2011, the Department authorized the construction of two finishing lines at Novelis Corporation's Oswego, NY facility. In July, 2013, Novelis submitted an application to install a third finishing line, a pusher furnace and two scrap dryers. The Department issued a permit dated September 30, 2015, authorizing the installation of the third finishing line and treating the installation of all three lines, the pusher furnace and the two scrap dryers as a single project. The finishing lines are referred to as the CASH lines (Continuous Anneal Solution Heat Treat).

In a letter dated September 24, 2015, Novelis submitted an application requesting a NOx emissions cap and also increases in the maximum heat input to two devices.

With this application, Novelis is requesting:

  1. An increase in the maximum heat capacity for Pusher Furnace 2, from 66 mmBtu/hr to 95 mmBtu/hr. The pusher furnace is not yet installed.
  2. An increase in the maximum heat capacity of Annealing Furnace 3 (part of CASH line No. 3) from 20.2 mmBtu/hr to 32.4 mmBtu/hr.
  3. The inclusion of scrap dryers Nos. 2 and 3, which were previously believed to be exempt, and also the associated wet scrubber. The scrap dryers and wet scrubber are already installed.
  4. The addition of an annual NOx emission cap covering CASH lines 1, 2 and 3, Pusher Furnace 2, the CASH line hot water generators and reheat furnaces, and the scrap dryers.
  5. The addition of H2SO4 acid etch processes to the permit as part of the CASH line process. The acid etch stations are already installed. The sources were permitted as C1PCL, C2PCL and C3PCL. The chemistry was changed.
  6. The addition of 12 combustion devices previously exempt, but now required to be included in the permit as the emissions from these devices are part of the requested emissions cap. These 12 devices are already installed.

As noted, each of these devices is already physically installed except for the Pusher 2 furnace. The Department has reviewed the application and has prepared a draft permit. The permit modification includes emission caps for NOx, CO and H2SO4 mist.

The Department has prepared a draft permit and has made a tentative determination to issue an air state facility permit to the Crown Cork and Seal facility for the construction and operation of a two-piece beverage can manufacturing and coating facility located in the town of Nichols, NY. This facility will cap VOC emissions below the 50 tons per year Title V threshold through the use of a thermal oxidizer to control VOC emissions. The oxidizer will be subject to an emissions test to confirm VOC destruction efficiency. The new facility is also subject to the VOC RACT limits specified under 6NYCRR Part 228 for surfacing coating as well as 40 CFR 60: WW - Standards of Performance for the Beverage Can Surface Coating Industry which also has VOC emission limits. The facility will comply with the requirements of these regulations through the use of coatings which meet the VOC limits specified.
