The applicant proposes to construct two 5'W sections of boardwalk totaling 250'L through a Class I wetland (D-17) and replace two 5'W wooden bridges over Kelly Brook (Class D) for private use. The applicant also proposes to finish a 4"D x 5'9"W trail, made of 9.57 cu/yds crushed stone, that runs through 50' of adjacent area and 100' of wetland. The project is located at 2226 St Rte 3 in Cadyville, Clinton Co.

Project Description:

The applicant proposes to rebuild, due to structural and integrity concerns with the existing structures, approximately 1.3 miles of existing overhead 34.5 kV transmission line, portions crossing class 1 DEC Regulated Wetland R-14 and also a C(t) tributary to Anthony Kill. The project also includes the construction of approximately 3,000 feet of new overhead distribution line, to be relocated from the existing transmission line R-O-W to the south side of Rt. 67, portions being within the protected adjacent area of DEC wetland R-14. The Project is along existing Transmission Line 601 north of the Delaware and Hudson railroad and the Canadian Pacific railroad and along Route 67 in the Town of Stillwater.

Project Description:

The applicant has proposed a modification of their Solid Waste Management permit to allow the receipt and processing of biosolids; in the form of dewatered sewage sludge and fats, oils and grease; not to exceed 10% of the facility's solid waste throughput by weight. Biosolids will be delivered to the facility by dump truck, roll-off container or dump trailer and either discharged directly into the pit for mixing with municipal solid waste or into a storage bunker for future handling. Air emissions from the facility will remain within the permitted limits and no modification to the current Air Title V permit is proposed.
