Negative Declaration

Richmond County (Staten Island) - The New York City Office of the Deputy Mayor for Economic Development as lead agency, has determined that the proposed Landmark Colony will not have a significant adverse environmental impact. The action involves the redevelopment of the historic former New York City Farm Colony site in Staten Island as the Landmark Colony, an age-restricted development (age 55 and over) with a maximum of approximately 344 residential units (including 34 affordable units) with amenities, commercial and community facility uses, new on-site open spaces, and parking. In addition, the proposed project would include approximately 9,300 square foot of community facility space, 10,200 square foot of local retail, 8.45 acres of publicly accessible open space, and 732 parking spaces. The project is located at 475 Brielle Avenue in the Borough of Staten Island, New York.

Positive Declaration and Public Scoping

Bronx County - The Empire State Development (ESD), as lead agency, has determined that the proposed Bronx Psychiatric Center Land Use Improvement and Redevelopment Project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on December 7, 2015 at 4:00 p.m. at the Herbert H. Lehman High School, Auditorium, 3000 East Tremont Avenue, Bronx, NY 10461.

The action involves the sale of an approximately 33 acre portion of the New York State Office of Mental Health's Bronx Psychiatric Center (BPC) campus to Simone Development Companies, the conditionally selected developer for the project site. The project site is the northern portion of the BPC campus, and is bounded by the Hutchinson Metro Center to the north, the Hutchinson River Parkway to the east, the remaining portion of the BPC campus and Waters Place to the south, and Marconi Street to the west. With the proposed action, ESD, in consultation with New York City, would override the New York City Zoning Resolution with respect to certain use and bulk regulations, including parking, setback and floor area. It is anticipated that ESD would adopt and approve a General Project Plan to facilitate the project.

The proposed project would include approximately 1.5 million gross square feet of commercial office space for business, professional, or medical facilities; 100,000 gross square feet of hotel use; 100,000 gross square feet of college/trade school space; 40,000 gross square feet of retail space; 2,000 gross square feet of community facility space; 197,112 square feet of open space, including one regulation-sized football/soccer field and one baseball diamond with supporting amenities; and approximately 5,440 accessory parking spaces. Construction of the proposed project is expected to occur in two phases over a period of approximately 10 years. Phase I is expected to be complete in 2021, with the full build out of Phase II expected in 2026. Phase I would include a total of approximately 1,242,000 gross square feet of development, 197,112 square feet of open space and 4,115 parking spaces. Phase II would include approximately 500,000 gross square feet of development and 1,325 parking spaces. The project is located at 1500 Waters Place in the Borough of Bronx, New York.
