Project Description:

The Department has received a request for a permit modification to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility to be located at, ELG Utica Alloys Inc, Town of Herkimer in Herkimer County, New York. The exact location will be at 378 Gros Boulevard. This facility is engaged in the recycling of nickel-based metals. These metals are sorted, sized, washed/degreased and dried. The Standard Industrial Classification representative of this facility is 5093 (Scrap & Waste Materials). With respect to air pollution regulation, the activities of concern at ELG are various. Nine metal hazardous air pollutants, hydrogen chloride and particulate matter will be emitted from a drying process. The facility will also emit volatile organic compounds (VOC) from degreasing operations. An additional baghouse, a cyclones and a thermal oxidizer will be installed to reduce these air pollutants. The facility has elected to cap VOC and HAP emissions below Major Source Thresholds.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Department has received a request for a permit renewal to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility that is located at "VS Virkler & Son Mine" in the Town of Watson in Lewis County in New York State. The exact location is at 6567 Cemetery Rd in Lowville NY 13367, at the street level, this mine is also known as the "Watson Pit". This facility is engaged in the crushing, screening and conveying of sand and gravel. The Standard Industrial Classification representative of this facility is 1442 (Construction Sand & Gravel). With respect to air pollution regulation, the activities of concern at the Watson Pit are aggregate particulate matter which elutes from sand/gravel handling activities and also the oxides of nitrogen (NOx) and particulates which elute from the combustion of fuel oil. The facility has elected to cap NOx and PM-10 emissions below Major Source Thresholds. This permit renewal has been performed for the purpose of bringing the latest Part 201 conditions into the permit.

Project Description:

The applicant proposes to conduct work to remove obstacles in the Runway End Siting Surfaces (RESS) for Runways 6 and 24 at the Potsdam Municipal Airport. Approximately 8.5 acres of vegetation removal is proposed to occur in NYS regulated freshwater wetland PD-16, a Class 2 wetland, and the associated buffer area. The tree removal is proposed to be conducted when the ground is frozen to minimize the potential impact. The area is also habitat for the NYS threatened Blanding's turtle (Emydoidea blandingii); avoidance measures are proposed to reduce a potential take of this species.

The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.
