Project Description:

The Department has made a tentative decision to approve the application to establish Emission Reduction Credits (ERC's) as a result of the shutdown and demolition of two 100 MW steam-electric boilers at the Glenwood Combustion Turbine facility, Shore Road, Glenwood Landing. The facility's Title V permit was previously modified on 1/13/15 to remove the two boilers, and no further modification of that permit is required to establish the ERCs. This facility now consists of two 50 MWe General Electric Frame 7C combustion turbines.

The emission reductions were based on the highest 24 month average from the 5 years preceding the shutdown. This 24 month period was representative of normal facility operations and can be accepted as the baseline period.

The applicant has requested 112.64 tons of oxides of nitrogen (NOx), 9.42 tons of volatile organic compounds (VOC), and 1.04 tons of Sulphur Dioxide (SO2), and the Department has approved 112.64 tons of (NOx), 9.42 tons of (VOC), and 1.04 tons of (SO2). Project Description:

The applicant, Giant Recycling Corp, proposes to continue to operate a used cooking oil transfer facility processing up to 10,000 gallons per day of oil. The used cooking oil comes from facilities such as restaurants, motels and stadiums. Incoming oil is filtered to remove solids and then heated to remove moisture. The product is then stored in five 3,000 gallon above ground storage tanks within secondary containment prior to shipping off-site for use as biofuel. Solids and wastewater are stored within three 3,000 gallon tanks and are shipped off-site to a permitted solid waste management facility. The facility is located at 174A Miller Place, Hicksville, Town of Oyster Bay, Nassau County.
