Project Description:

The applicant proposes to construct a new water distribution system (51,050 feet of new water main and 21,840 feet of laterals) to serve Water District No 6 in the Town of Champlain; make water distribution system improvements to the existing system within the Village of Champlain; make improvements to the existing water treatment plant in the Village of Champlain; abandon the existing groundwater storage tank; and then construct two new elevated water storage tanks. The project will involve temporary impacts to two state-regulated DEC Freshwater Wetlands (FWW) and their Adjacent Areas (AA) totaling 2.88 acres as follows: FWW #CH-49: 1.324-acre impacts to AA, and .756-acre impacts to FWW; total 2.08 acres. FWW #CH-7: 0.762-acre impacts to AA and 0.038-acre impacts to FWW; total 0.80 acres. The Great Chazy River will be crossed by Directional Drilling underneath the river bed, not involving disturbance to the navigable river. A total of 4.611 acres of federal wetlands regulated by the US ACOE will be temporarily impacted.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Champlain Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 27, 2015.
