Negative Declaration

St. Lawrence County - The Village of Heuvelton, as lead agency, has determined that the proposed Village of Heuvelton Water System Improvements will not have a significant adverse environmental impact. The action involves the installation of 6 inch, 8 inch and 10 inch cement lined ductile iron pipe, hydrants, and appurtenances, 3/4 inch minimum copper service laterals, curb and corporation stops, new in-house water meters. The project also includes the construction of a new water storage tank. Water distribution main work will occur within the previously disturbed road right-of-way. The proposed water storage tank will be constructed on lands owned and adjacent to the existing water tank. A new well site will be located based on hydro-geological targeting and test well drilling within 1 mile of the Village boundary. Specifically: Installation/replacement of 1,000 linear leer of 6 inch DIP, 8,760 linear feet of 8 foot DIP, 1,300 linear feet of 10 inch DIP and installation of backup well supply as the Village does not currently have a 100% redundant water supply, and installation or a new 250,000 gallon water tank to replace 1924 undersized water tank that has seismic and safety deficiencies. The project is located along portions of Justina Street, North and South State Street, Annette Street, John Street, Lisbon Street, and West and East State Street in the Village of Heuvelton, New York.
