Location: Friends Lake Road in the Town of Chester, New York.

Project Description: Six lot subdivision involving wetlands creating lots ranging in size from 5.26 ± acres to 24.56 ± acres. The construction of one single family dwelling with on-site wastewater treatment system is proposed on each of the 6 lots.


Negative Declaration

Franklin County - The Village of Tupper Lake, as lead agency, has determined that the proposed Potable Groundwater Supply and Water Distribution System Improvements will not have a significant adverse environmental impact. The action involves the replacement of the existing surface water filtration plants and the development of a new ground water supply will be implemented. All improvements are intended to serve the existing customers. Approximately 23,000 feet of linear pipe are proposed to be installed on McLaughlin Avenue, Kildare Road and other various roads in the township as well as a 200 square foot area well station building near Pitchfork Pond. The proposed building will have two (2), 16 inch wells with a capacity of 600 to 800 gallons-per-minute (GPM) installed. The project is located in the Pitchford Pond area, along McLaughlin Avenue and Kildare Road and various other roads in the Village of Tupper Lake, New York.

Saratoga County - The City of Mechanicville, as lead agency, has determined that the proposed Mechanicville Water System Improvements will not have a significant adverse environmental impact. The action involves the construction of a new water main connecting the water system to the Saratoga County Water Authority's system which will act as a redundant source of water for the City of Mechanicville. Improvements will be made to the water treatment plant to upgrade the SCADA system and install a redundant chemical feed pump. Mechanicville Reservoir and the Terminal Reservoir have silted in over the years and will be dredged to restore their volumes to their historical sizes. Improvements to the Mechanicville Reservoir dam will be made including a new spillway which will be sized to pass the 1/2 PMF storm event. A new raw water main from the Mechanicville Reservoir to the water treatment plant will be constructed to replace the existing main which dates back to 1892. Two water storage tanks will replace two existing tanks. 34,000 linear feet of undersized watermains will be replaced in the City. Flow meters will be installed in locations which are currently not metered and also where meters are older and under reading. The project is located in various locations in the City of Mechanicville and Town of Stillwater, New York.
