Project Description:

This Department has received a request to renew a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Riverside Industrial Park, Little Falls, NY 13365. This facility manufactures fiberglass tanks and containers. The Department has made a tentative determination to approve the application of the Empire Fiberglass State Facility Permit. This State Facility Permit was renewed since it was requested by the department under the New Part 201. The State Facility Permit renewal allows the continued operations of emission units 1-00000, 2-00000, 3-00000, and 4-00000, which includes the operation of spray booths for resin and gel-coat spraying, an area for hand-lay up of molds and products, and the operation of a resin transfer molding operation. The facility has capped out of Title V Permitting requirements, and 40 CFR 63 Subpart WWWW by tracking and restricting it's emissions of Hazardous Air Pollutants below individual emissions of 10 tons per year and cumulative emissions of 25 tons. This cap will also allow the facility to meet Annual Guideline Concentration, Short Term Guideline Concentrations, and table 2 of Part 212. The draft permit with conditions is available for review in the NYS DEC Region 6 office in Utica, New York.

The New York State Department of Environmental Conservation has made a tentative determination to reissue a State Pollutant Discharge Elimination System Permit (SPDES) to the United States Coast Guard (USCG) for the USCG Alexandria Bay Station. The permit authorizes the discharge of 4,100 gallons per day (gpd) of treated sanitary wastewater into the St. Lawrence River, a Class A waterbody. The Facility is located on Wellesley Island, Town of Alexandria, Jefferson County. Changes include updating permit pages to reflect current NYSDEC format, nomenclature and general conditions.

DEC received a request to modify an existing issued Air State Facility permit from the facility located at 9567 Main St in the Hamlet of Beaver Falls, where the facility produces paper gasket material.

The modification would allow the removal of an old boiler, emission unit 3-BLRRM; and the installation of a new boiler, emission unit 3-BLRNG. 3-BLRNG consists of a 37 mmBtu/hr boiler firing Natural Gas or #4 oil to create process steam. The facility has capped out of Title V permitting requirements by tracking and restricting its facility emissions of SO2 below 90 tons per year and total HAPs and VOC below 10 tons per year.

DEC has made a tentative determination to approve the modification and has developed a draft permit in accordance with Article 19 of the Environmental Conservation Law (Air Pollution Control).

The facility discharges 0.0723 million gallons per day (MGD) of treated sanitary wastewater into the Black River, a Class C waterbody. Modifications to the permit include revised effluent limits based on treatment equivalency to secondary treatment; addition of Pollutant Minimization Program for Mercury; addition of phosphorus monitoring; and, updated language to conform to current NYSDEC format, nomenclature and general conditions.
