Negative Declaration

Livingston County - The Livingston County Board of Supervisors, as lead agency, has determined that the proposed Livingston County Emergency Communications System Upgrade Project will not have a significant adverse environmental impact. Livingston County's Radio System is severely outdated and poor radio coverage poses a public safety risk to the community. The County has been assessing options to improve the system for over two years and now plans to construct an 8 site, VHF High Band, P25 Phase 2 compliant, digital simulcast trunked radio system providing a minimum of 95% county-wide portable radio coverage. 3 of the 8 sites will be newly constructed, while 5 of the sites are existing and will only require the addition of new radio equipment. The project also includes a new VHF High-Band analog simulcast paging system, microwave system, dispatch consoles, and subscriber equipment. The proposed system will provide improved communications interoperability between all Livingston County public safety agencies and with neighboring FLRNYICC (Finger Lakes Region New York Interoperable Communications Consortium) counties. Frequency license applications have been filed with the FCC and are partially complete. The project will be constructed in the latter part of 2015 and will continue into 2016. The project is anticipated to be completed in late 2016. The project is located throughout Livingston County, New York.

Monroe County - The Village of Pittsford Board of Trustees, as lead agency, has determined that the proposed Amendment of 210-58 will not have a significant adverse environmental impact. The action involves an Amendment of Zoning Code section 210-54 regarding membership of the APRB. The project is located throughout the Village of Pittsford, New York.

Monroe County - The Village of Pittsford Board of Trustees, as lead agency, has determined that the proposed Amendment of 210-74 will not have a significant adverse environmental impact. The action involves an Amendment of Zoning Code section 210-74 regarding Restaurant and Carry-out Special Permits in Zones B-1, B-1A, B-2, B-4 and M-1. The project is located throughout the Village of Pittsford, New York.

Monroe County - The Village of Pittsford Board of Trustees, as lead agency, has determined that the proposed Amendment of 80-5.D. and 210-61.G. will not have a significant adverse environmental impact. The action involves an Amendment of Zoning Code sections 80-5.D. regarding remediation or removal of unsafe and/or dangerous buildings and 210-61 .G. regarding remediation and repair of deteriorated exterior architectural features of buildings. The project is located throughout the Village of Pittsford, New York.

Ontario County - The Geneva City School District, as lead agency, has determined that the proposed Geneva City School District Capital Improvement Project will not have a significant adverse environmental impact. The action involves building and site improvements to the District's North Street School, West Street School, Middle/High School and Central Services buildings. The project is located at 400 West North Street, 101 Carter Road, 30 West Street, 335 Carter Road, West North Street in the City of Geneva, New York.

Orleans County - The Town of Gaines, as lead agency, has determined that the proposed Town of Gaines Comprehensive Plan Update will not have a significant adverse environmental impact. The action involves the adoption of the 2015 update of the Comprehensive Plan of the Town of Gaines. The purpose is to provide a road map that identifies the strategies and policies that should be pursued to guide the growth and development of the Town of Gaines, based upon the vision and goals of the citizens, over the next ten years. The project is located throughout the Town of Gaines, New York.

Wayne County - The Village of Macedon, as lead agency, has determined that the proposed Village of Macedon Water System Improvements Project will not have a significant adverse environmental impact. The action involves a proposal by the Village of Macedon, New York, to design and construct water system improvements along Main Street, Hoteling Way, Race Street, Poplar Street, Trapbrook Drive, Kemp Drive, and Drumlin Drive. The majority of the work will be located along Main Street and will consist of replacing an existing water main of varying pipe diameters within the road Right-of-Way (ROW) in the same location. The Village also proposes to construct a new 8 inch water main from Poplar Street to the existing water main in Trapbrook Drive. This section of water main will require crossing Ganargua Creek. The crossing will be completed using trenchless technology to avoid impacts to wetlands and stream resources. The new water main will parallel an existing sewer line and connect two existing residential developments. The work will also include a 8 inch diameter main to connect Kemp Drive and Drumlin Drive, thus improving pressure and flow to an existing residential neighborhood.
