Tree Removal for Construction of Newcomb to Minerva Community Connector Trail, Camp Santanoni to Lake Harris Campground

This notice is for a Work Plan Modification for the Santanoni to Lake Harris segment of the Newcomb to Minerva Community Connector Trail, and is in addition to the ENB public notice published July 9, 2014. An additional ten trees will be cut in order to ensure proper trail alignment and grade. This project is covered in the 2015 Community Connector Trail Plan and can be found on pages 11-13. The trail will be constructed to Class II (community connector) trail standards in accordance with New York State Department of Environmental Conservation's (NYS DEC) Management Guidance on "Snowmobile Trail Siting, Construction and Maintenance on Forest Preserve Lands in the Adirondack Park". Tree cutting will be in compliance with Lands and Forests Policy # 91-2 on Cutting, Removal or Destruction of Trees and Other Vegetation on Forest Preserve Lands. The project is located in the Town of Newcomb, Essex County, New York.

Project Description: The action involves dredging approximately 30 cubic yards of silt from an existing 21 foot by 24 foot boat slip to restore navigation. The area to be dredged contains wetlands. Waste disposal will be at an off-site, New York State Department of Environmental Conservation (NYS DEC) approved waste disposal facility. Temporary storage of dredge spoils will be on-site immediately adjacent to the dredge location. Silt fence, hay bales and a turbidity curtain will be employed to prevent erosion of spoils into Brant Lake and its associated wetlands.


Negative Declaration

Essex County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of the Whiteface Mountain Ski Center Unit Management Plan Amendment will not have a significant adverse environmental impact. The NYS DEC has completed this Draft Unit Management Plan Amendment to the 2004 Whiteface Mountain Ski Center Unit Management Plan and Final Generic Environmental Impact Statement. The amendment proposes improvements to Porcupine Lodge to expand its current use as a ski patrol outpost to also serve as a warming shelter with light food and beverage service for the public. This includes the construction of a 30 foot x 30 foot deck adjacent to the Lodge.

Negative Declaration and Public Notice

Hamilton County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Hope Falls-Tenant Creek Trail Re-Route and New Parking Area will not have a significant adverse environmental impact. The action involves the removal of 26 trees to allow for the establishment of a parking area to accommodate approximately 10 vehicles. A hiking trail re-route of approximately .9 miles will also be established from this parking area to Hope Falls. The trail will be established to rectify the current situation of an informal trail across private land for which there is no legal right for a trail. Tree cutting will be in compliance with Lands and Forests Policy # 91-2 on Cutting, Removal or Destruction of Trees and other Vegetation on Forest Preserve Lands. The project is located in the Town of Hope, New York, in the Wilcox Lake Wild Forest.

Notice of Acceptance of Final EIS

Essex and Hamilton Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Final Environmental Impact Statement on the proposed Essex Chain Lakes Management Complex Plan. The Management Complex Plan and Final EIS are available on line at: http://www.dec.ny.gov/lands/97474.html.

NYS DEC has completed a Management Complex Plan / Final EIS for the Essex Chain Lakes Management Complex. The Plan includes Unit Management Plans (UMPs) for the Essex Chain Lakes Primitive Area and Pine Lake Primitive Area, Draft UMP Amendments for the Blue Mountain Wild Forest and Vanderwhacker Mountain Wild Forest, a Draft Environmental Impact Statement (DEIS), and River Area Management Plans, pursuant to 6 NYCRR 666.7, for the Hudson River, Cedar River and Boreas River. Major proposals in the plan include the designation and construction of hiking, skiing, snowmobiling, bicycling, and equestrian trails; the addition and enhancement of equestrian facilities; the construction of a bridge over the Cedar River, the addition and enhancement of access for people with disabilities, and the enhancement of paddling opportunities.

The project is located in the Towns of Newcomb and Minerva in Essex County, New York, and Town of Indian Lake in Hamilton County, New York.
