Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue to SUNY Binghamton a Title V permit authorizing the operation of its power plant located in Binghamton, NY. SUNY Binghamton operates four high temperature hot water generators that supply energy for the needs associated with University. The boilers currently combust wood, natural gas, propane, coal or a combination of these fuel types. By January 2017, coal will no longer be a fuel source and wood and natural gas will be the sole fuel sources used for combustion. The applicant has proposed the addition of an electrostatic precipitator for emission controls on Units 2 and 3. The facility caps the emission of NOx at less than 100 tons per year to avoid Reasonably Available Control Technology NOx regulation.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Applicant proposes to build a 160 linear foot natural stone boulder wall along the shoreline of Tuscarora Lake. The structure will be built at the mean high water level and will not disturb any of the lakes features below this point. An existing 15' by 8' boat launch will be rehabilitated with precast concrete pads. Along 10 feet of shoreline on each side of the boat launch a vertical wall will be built. The entire project will be done during lake draw down to limit any water quality disturbances within the lake. Erosion and sediment controls will be in place during construction. The project location is along the southern shoreline of Tuscarora Lake in Madison County.

Project Description:

The Village of Baldwinsville proposes a shoreline stabilization and rehabilitation project along the Seneca River shoreline at Mercer Park. The project will use approximately 62 cubic yards of rock rip rap along 135 linear feet of shoreline to protect the site from erosion. Existing concrete blocks will be removed and disposed of. A 6 foot wide stamped concrete path will be built which will connect to a 6 foot by 15 foot handicapped accessible fishing access pad. Erosion and sediment controls will be used to prevent any discharge into the river. The project site is located at Mercer Park, south of West Genesee St. and west of North St. in the Village of Baldwinsville.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
