Project Description:

Applicant (Silo Ridge Ventures, LLC) is proposing a 224 unit resort community on 684.9 acres known as the Silo Ridge Field Club. The project is located on the east side of Route 22 in the Town of Amenia, Dutchess County. In addition to the residential units, the project would include an 18 hole championship golf course, restaurant and spa, water supply wells and wastewater treatment facilities. The project would have a direct surface discharge to the Cascade/Amenia Brook (NYS Water Index # Conn. 15-11-2, Class CT) of 137,348 gallons per day of treated sanitary wastewater.

The Department has made a tentative determination to approve this application for a new SPDES permit NY 0234966. The facility is considered a significant minor private, commercial or institutional facility, Discharge Class 09. The submission of a monthly Wastewater Facility Operation Report and Discharge Monitoring Report is required.

A Draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1,814,400 Gallons Per Day (GPD) of water from on-site sources for irrigation of the GlenArbor Golf Club. The 18-hole golf course facility has been in operation for over 15 years. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

Katonah Lewisboro Union Free School District, in conjunction with the Michelle Estates Homeowners Association and the Town of Lewisboro, is proposing the installation of a 5K cross country trail to be located at its John Jay Campus and extending onto the Michelle Estates open space parcel. The trail system will consist of an earthen foot path no wider than six feet within the regulated area of Freshwater Wetland L-17 (Class I) stabilized with woodchips as necessary, and foot bridges that will completely span the watercourse of Indian Brook and its tributary [H-31-P 44-35-P 109-5(-1)], Class C(TS)].
