Negative Declaration

Delaware County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Johnston and Rhodes Fiumera-Scheetz Quarry will not have a significant adverse environmental impact. The action involves a proposal by the applicant to renew and modify an existing mined land permit to continue operation of a 12.2 acre life-of-mine consolidated bluestone mine of which 8.4 acres are to be disturbed during the upcoming permit term and to mine 20 feet deeper within the life-of-mine (LOM). Blasting and the mechanical cutting of stone is proposed as well as importation of organic products such as wood chips, composted organic material, composted farm manure, hay or straw, to manufacture topsoil to amend existing subsoil to facilitate reclamation of the mine. The project is located on Cummings Road in Masonville, New York.

Greene County - The Town of Cairo Town Board, as lead agency, has determined that the proposed Adoption of Zoning Law of the Town of Cairo will not have a significant adverse environmental impact. The action involves the adoption of a Local Law that enacts zoning for the first time in the Town of Cairo, including a zoning districts map as part of the law. The newly adopted Zoning Law was adopted pursuant to an existing Town of Cairo Comprehensive Plan in an effort to achieve the goals set forth in that plan. The Zoning Law establishes zoning districts and use regulations to control future development in the Town and establishes criteria and procedures for the review, administration and approval of proposed new development. The Zoning Law significantly addresses protection of the environment and community character as a key feature. The project is located throughout the Town of Cairo, New York.
