Project Description:

The applicant proposes to re-lay and fix a drainage pipe in a severely eroded area. Gabion baskets will be used to stabilize both the pipe and the embankment. The existing length of the eroded embankment is 42 feet wide. The estimated amount of fill to be placed in order to repair the embankments is 31 cubic yards. The amount of gabion basket stone to be used is 50 cubic yards. Other materials to be used include installing 32 square yards of erosion control blanket and grass seeding at the top of slope. The machinery onsite would include a dump truck, skid steer type machine and an excavator with a front end loader. Approximately 70% of the gabion baskets are being installed below the mean high water mark (Tidal Wetlands). The project site is located at 88 Shore Rd., Manorhaven, Nassau County, NCTM# Section 4-Block N01- Lot 107

The Department has prepared a draft permit and has made a tentative determination to issue a the application to renew the facility's Title IV and Title V permits for 5 more years. This facility is a dual-fuel (natural gas and low-sulphur distillate), combined cycle electric generating facility consisting of a combustion turbine generator, a once through steam generator with supplemental natural gas-fired duct burners, a steam turbine generator, a cooling tower, and associated balance-of-plant systems and facilities.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. This building is a nutraceutical and vitamin manufacturing facility using processes which include compounding and encapsulation of bulk dry ingredients.
