Project Description:

The applicant proposes to develop and operate a 52 acre surface sand and gravel mine within a 77.49 acre parcel east of Oak Hill Road. The project site is the applicant's property in the northeast corner of the Village of Moravia. This mine was previously operated as a sand and gravel mine. An existing access roadway will be used as the mine entrance from Oak Hill Road. The first 400 feet of this entrance is paved. Excavation will be done with a front end loader standard for sand and gravel mining operations. Mining is proposed to remove approximately 270,000 cubic yards of aggregate sand and gravel over the estimated 48 year operational life of the mine. Mining is not proposed for below the local water table. Topsoil will be stockpiled for reclamation. Screening and crushing operations will also be conducted on site. Processing rates for the screen and crushing equipment operations will not exceed 150 tons-per-hour (TPH). Finished mine areas will be reclaimed to stabilize disturbed surfaces as soon as possible and to allow completed mine areas to be returned to crop fields. The reviewed Life-Of-Mine (LOM) area is 52 acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared draft permits and has made a tentative determination to issue Title V Facilty & Title IV Acid Rain Renewal's for Oswego Harbor Power. Oswego Harbor Power operates two very large boilers that provide steam to two electric generating turbines, each rated at 850 MW. The maximum heat input capacity of Boiler 5 is 7,840 mmBtu/hr, and the maximum heat input of Boiler 6 is also 7,840 mmBtu/hr. NOx emissions are controlled with overfire air and flue gas recirculation. Boiler 6 is subject to 40 CFR Part 60, Subpart D. Both boilers fire No. 6 oil, 0.5% sulfur by weight. Boiler 6 is also capable of combusting natural gas and generating 245 MW on just gas. The two boilers are equipped with electrostatic precipitators. Emissions of SO2 and NOx are monitored using continuous emission monitors.

The plant also operates two natural gas-fired package boilers.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
