Project Description:

The project proposes to rehabilitate the historic Leeds Bridge that carries Main Street over the Catskill Creek. Work includes resetting the sidewalk stones, replacement of the approach railings, concrete patch repairs to the arches, re-pointing stone masonry at the base of the piers and re-surfacing the asphalt surface of the bridge. A cofferdam will be installed to divert the stream from the work area for the repairs to the piers. Work will occur in the dry. The work will be completed in three phases and will result in 610 linear feet of stream bank being disturbed by the cofferdams around the piers, with a total of 5,000 lf of the stream being dewatered. No permanent fill is proposed as part of the project. The classification and standard of the Catskill Creek at this location is B(t).

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 22, 2015.
