Pursuant to the Environmental Conservation Law sections 11-0303, 13-0105, and 13-0340-f, the New York State Department of Environmental Conservation (NYSDEC) hereby gives notice of the following:

Notice of Adoption to amend 6 NYCRR Part 40 pertaining to the Recreational Harvest of Black Sea Bass. This notice will be published in issue 40 of the State Register, dated October 7, 2015.

2015 Hudson River Estuary Grants for Tributary Restoration and Resiliency Under the New York State Environmental Protection Fund (Reissue)

Eligible Applicants are Governmental Entities and Not For Profit Corporations located within the Geographic Boundaries of the Hudson River Estuary

Applications will be accepted through 3:00 p.m. November 13, 2015 for grant funding under the Hudson River Estuary Grant Program. Anticipated grant funds from the New York State Environmental Protection Fund (NYS EPF), the Natural Resource Damages Fund (NRD), and the U.S. Fish and Wildlife Service Program, State Wildlife Grant for State Fiscal Year (SFY) 2014-2015 is approximately $630,000. This is a competitive grant program and projects must implement priorities of the Hudson River Estuary Action Agenda identified in the application. The Hudson River Estuary Action Agenda can be viewed at: http://www.dec.ny.gov/lands/5104.html. Projects eligible for state assistance must be located within the geographic boundaries of the Hudson River. State assistance may fund up to 75% of the project cost. The matching share to be provided by the recipient is 25%.

Applications must be completed online and are available on the New York State Grants Gateway at: https://www.grantsgateway.ny.gov. The application ID Number is DEC01-HRE T-2015. All applicants must register in the Gateway to be eligible to apply for any NYS grant opportunity. Not-for-profit applicants must also be "prequalified" in the Grants Gateway system prior to the application deadline to be considered eligible for a grant. Notices of Intent and Stormwater Management Program Plans for SPDES General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4s)

GP-0-15-003

The New York State Department of Environmental Conservation (NYS DEC) is proposing to continue coverage under the State Pollutant Discharge Elimination system (SPDES) General Permit for Stormwater from Municipal Separate Storm Sewer Systems (GP-0-15-003) to entities previously covered under GP-0-10-002 who filed complete annual reports for the 2014 reporting period.

In accordance with Part II of GP-0-15-003, the location of the Stormwater Management Program Plans (SWMPs) and Annual Reports for entities authorized under GP-0-10-002 who wish to continue coverage under GP-0-15-003 will be made available for 28 calendar days from posting in the Environmental Notice Bulletin. An NOI Availability Report identifying the entity's stormwater program contact information and location of the Annual Reports and SWMPs where the public may review these documents is available on NYS DEC's website at: http://www.dec.ny.gov/chemical/41392.html.

Written statements or comments on the Annual Reports and SWMPs will be accepted by fax or mail until close of business on the due date listed on the web site. Comments should be submitted electronically to Stormwater_info@dec.ny.gov or mailed or faxed to the contact listed below.
