Project Description:

The project sponsor proposes to construct a 89 unit housing development located on the west side of NYS Route 376 just north of the Hopewell Hamlet Wastewater Treatment Plant (WWTP). Associated infrastructure to be constructed within the state regulated 100' adjacent area of Freshwater Wetland HJ-75 (Class II) includes approximately 70 LF of a stormwater management system drainage pipe with velocity dissipator at its outlet; and approximately 200 LF of a sewer main in order to connect the development to the existing WWTP. All other project activities will occur outside the DEC regulated area of Freshwater Wetland HJ-75.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Article 19 Air Title V Facility

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal of Title V Air Facility for the operation of the Valhalla Campus, Grasslands Reservation. The Department of Public Works operates and maintains approximately 25 buildings or facilities at the Grasslands preservation which includes the following county departments: Dept. of Social Services, the Dept. of Corrections, the Dept. of Laboratories and Research, the Dept. of Fire Services, and the Dept. of Transportation. These facilities are supported by a central heating plan consisting of four boilers operated on duel fuel (natural gas and oil) and 20 emergency generators operated on diesel. The boilers are rated at approximately 80 million BTU per hour each.

This permit application is the second renewal of the facilities Title V permit. The previous renewal will expire in January of 2016. This permit allows the operation of existing combustion units.

The facility has a limit of 179,200 lbs. of sulfur dioxide per year and as such it caps out of PSD. To maintain this cap the facility is restricted to burn up to 6,118.357 gallons of No. 2 oil per year. This limit has always been maintained as the facility is mainly burning natural gas purchased from Con Edison. Annual and semiannual certification reports are required. In addition, the facility shall maintain records pertaining to all other permit requirements. Applicable regulations include State Regulations 6 NYCRR Parts 200, 201-1, 201-2, 201-7, 201-6, 202, 211, 215, 227 and Federal regulations 40 CFR parts 60 Dc. 68, 82 F.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
