Project Description:

The Department has received a request for a permit modification to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility that is located at F E Hale Manufacture Co, Town of Frankfort in Herkimer County in New York State. The exact location is at 120 Benson Place in Frankfort NY. This facility is engaged in the manufacture of institutional wood furniture and cabinetry. The Standard Industrial Classification representative of this facility are 2521 (Wood Office Furniture). With respect to air pollution regulation, the activities of concern at FE Hale are the surface coating of wood surfaces and the operation of a wood fired boiler. The facility has elected to cap VOC and HAP emissions below the Major Source Threshold. The exact point of this modification is the reduction (tightening) of Hale's current 95,000 lb/yr VOC cap down to 49,000 lb/yr VOC cap.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

Project Description:

The applicant is undertaking a project to reconstruct portions of Cross Island Rd., the main entrance road serving the park; and Eel Bay Rd. The project includes replacement of eight deteriorating culverts. The project will impact the following NYS regulated freshwater wetlands (FWW) and their associated adjacent areas: TP-4, a Class 1 wetland; FWW TP-5, Class II; and FWW TP-11, Class II. The area is also habitat for Blanding's turtle (Emydoidea blandingii), a NYS threatened species. The impacts to the wetland resource are expected to be temporary and will include mitigation measures.

Project Description:

This department received a request to renew an existing Air State Facility Permit for the facility located at 1500 N. James Street, in the City of Rome. The Department has made a tentative determination to approve the application and has prepared a draft permit in accordance with Article 19 (Air Pollution Control) of the Environmental Conservation Law.

The facility provides a range of primary and secondary healthcare services for the community. The Air State Facility Permit allows the operations of emission unit 1-BOIL1, which includes the operation of a two Cleaver-Brooks 20.412 million Btu/hr boilers that use natural gas with fuel oil backup. The facility has capped out of Title V Permitting for sulfur dioxide by tracking and restricting the amount of natural gas and fuel oil used, and restricting the sulfur content of the fuel oil used. The draft permit with conditions is available for review in the Region 6 offices in Utica and Watertown, New York.
