Project Description:

The Department has made a tentative determination to approve this application for a new permit for a proposed discharge of up to 86,400 gallons per day of treated groundwater into Newtown Creek (Class SD) via NYCDEP Outfall NCB-023 from a treatment system consisting of sedimentation, filtration and carbon adsorption at the applicant's project site located at 37 Blue Slip in Brooklyn where the applicant will temporarily dewater to facilitate construction of a new multi-story building and various utilities.

State Environmental Quality Review (SEQR) Determination:

A final enviromental impact statement has been prepared on this project and is on file.

SEQR Lead Agency: NYC Dept of City Planning

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Applicant proposes to install sanitary sewers and replace water mains and storm sewers within street right-of-way of Sprague Avenue, between Hylan Boulevard and Surf Avenue, and Surf Avenue, between Sprague Avenue and Loretto Street. Portions of the project area are within tidal and freshwater wetland adjacent areas. No mitigation is required. Applicant proposes to operate a temporary dewatering system to facilitate construction of this project within Sprague Avenue, between Sea Breeze Lane and Surf Avenue, and Surf Avenue, between Sprague Avenue and Loretto Street in Staten Island, with a maximum withdrawal of 4,320,000 gallons per day. Pumped groundwater will be directed to existing storm sewers on Loretto Street, and discharged to Raritan Bay via existing outfall OB-675.
