Herkimer, Lewis, Oneida, and St. Lawrence Counties - The Adirondack Park Agency (APA), as lead agency, has determined that the proposed General Permit: Management of Aquatic Invasive Species Using Benthic Barriers and Hand Harvesting Techniques (General Permit Number 2015G-2) will not have a significant adverse environmental impact. The APA comment period ends on October 23, 2015. Copies of pertinent documents may be found on the APA's website at: www.apa.ny.gov.

The APA proposes to issue a new general permit to authorize qualified individuals and entities, including the New York State Department of Environmental Conservation (NYS DEC), Adirondack Park Invasive Plant Program (APIPP), Hudson River Black River Regulating District (HRBRRD), Lake George Park Commission (LGPC), local municipalities, qualified lake associations, and certified lake managers, to undertake management of aquatic invasive species using benthic barriers or hand harvesting only. General Permit 2015G-2 will apply throughout the Adirondack Park and will be effective unless revoked or modified by the APA.

Eligibility: The general permit will only apply where:

  • The sole basis of APA jurisdiction on the project site is a "regulated activity" in freshwater wetlands incidental to the management of identified aquatic invasive species;
  • Only benthic barriers and hand-harvesting techniques are used;
  • Additional detailed engineering or environmental studies are not required; and
  • The regulated activity is undertaken by the NYS DEC, APIPP, HRBRRD, LGPC, local municipalities, qualified lake associations, certified lake managers, or other qualified individuals and entities.

The project is located in all or portions of the following counties within the Adirondack Park "Blue Line": St. Lawrence, Essex, Oneida, Lewis, Clinton, Franklin, Herkimer, Hamilton, Warren, Saratoga, Washington and Fulton, New York.
