Project Description:

The applicant proposes to modify the existing clay mine to move the currently approved 8.0 acres life of mine area 100 feet to the west. The project site is owned by David Polarolo located 300 feet southerly of the Raquette River Road, approximately 4,000 feet northeasterly of County Route 37 in the Town of Massena. The mine is intended to operate as a traditional surface extraction of the Flackville loamy fine sands and Swanton fine sandy loam, which are the predominated soil types on the site. Mining is proposed for below the local water table. Excavation of these soils will be done by mechanical equipment, standard for clay mining operations, and for removal of material below the local water table. Mining is proposed to remove approximately 1,000 tons-per-year of clay over the estimated 5 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens. Maximum processing rates for the screen operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-8 acre combination of open water ponds with wildlife habitat islands within uniformly graded and re-vegetated open land. Up-land reclamation will include the replacement of stockpiled topsoil, and re-seeding with a mixture of clovers, red fescue, perennial rye grass and orchard grass.

The reviewed life-of-mine modification area is 8.0 (LOM) acres.

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
