Project Description:

The Department is accepting public comment on an application to modify the facility operating hours for Action Environmental Systems LLC, operating an eight (8) acre site located at 920 East 132nd Street, Bronx NY, M3-1 (Heavy Industry) zone district. The facility is currently authorized to operate during the following hours: 24 hours a day, Monday through Saturday; closed Sunday.

The revised hours of operation are as follows: 24 hours a day, Monday through Friday; Saturday, 12 midnight through 7:00 pm; Sunday 8:00 pm to 12 midnight.

Operation of a solid waste transfer station and construction and demolition debris processing facility that is authorized to accept putrescible solid waste (PSW), construction and demolition debris (C&D), and Source Separated Recyclables (SSR). The facility throughput capacity is 3,000 tons per day (TPD) of PSW, C&D & SSR (any ratio). The Total Storage Capacity is 6,000 cubic yards (CY) of PSW, C&D & SSR (any ratio).

All other aspects of the operation will remain as authorized under the existing permit.

The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Applicant proposes to operate a temporary dewatering system to facilitate rehabilitation of existing Preliminary Settling Tanks (PST) 1-4 and the construction of a new primary settling tank, Motor Control Center (MCC) building, interim grit building, process air blowers, and caustic facility within the 26th Ward Wastewater Treatment Plant near the intersection of Flatlands Ave and Van Siclen Ave in Brooklyn with a maximum withdrawal of 14,400,000 gallons per day. Pumped groundwater will pass through a temporary treatment facility before being directed to existing DEP outfall 26W-R-1 which discharges to Hendrix Creek.
