Project Description:

Northbrook Lyons Falls, LLC. proposes to replace the main four-turbine powerhouse by constructing a new two-unit powerhouse within the footprint of the current main powerhouse of the former Lyons Falls paper mill facility on the Black River. New turbines will be installed, increasing the facility's capacity from 5.8 MW to 11.2 MW. The existing one-turbine secondary powerhouse will be retired; the turbine will be decommissioned and the building will be mothballed. The project will continue to be a run-of-river operation. The application will add a seasonal downstream fish movement flow, a seasonal aesthetic flow, and an angled trashrack structure with seasonal overlays.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

This is a mitigation project for wetland impacts stemming from construction of the Marcy Nano Center Site. The project on the Oriskany Creek involves restoration of approximately 3200 linear feet of stream beginning at the north side of the Route 412 bridge and running to the area of the fishing access parking lot on Norton Ave. Public meetings have been held discussing the different aspects of the project. The project is intended to stabilize the banks and reconnect the stream with the flood plain. Stream structures including but not limited to rock cross vanes, J-hooks, toe wood, and willow facines shall be installed at locations along the project area for stabilization and an existing berm will be removed/regraded to allow for a direct connection to the flood plain. Boulder clusters will be placed in various locations for habitat enhancement. Disturbed areas will be regraded and re vegetated with willows and a conservation seed mix. Finally, conservation easements will be created along both sides of the stream to provide for a long term riparian buffer area.

Project Description:

The applicant proposes to develop and operate a 8.7 acre surface sand and gravel mine within a 40.8 acre parcel southeast of Chamberlain Corners. The project site is Robert Crites' property, located west side of County Route 44, approximately 1.6 miles south of the intersection of County Routes 14 and 44, in the Town of Madrid. The mine is intended to operate as a traditional surface extraction of the Deford loamy fine sand and the Adams sand, which are the predominate soil types on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 4,000 tons-per-year of aggregate sand and gravel over the estimated 20 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-9 acre uniformly graded and re-vegetated open land. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine expansion area is 8.7 (LOM) acres.
