Project Description:

Rockland County Solid Waste Management Agency (RCSWMA) proposes an increase to the maximum authorized tonnage limit of Municipal, Commercial, and Institutional solid waste (MSW), and Construction and Demolition (C&D) debris, that can be accepted at the Haverstraw (Bowline) Transfer Station facility from a currently permitted maximum combined acceptance rate of 224 TONS per Day and 825 TONS per Week to a maximum combined acceptance rate of 300 TONS per Day and 1,000 TONS per WEEK. This represents a potential increase of fourteen (14) trucks per day, or less than two (2) trucks per hour. No other change to the current operation of the facility, and its permit, is proposed.

The Department has made a tentative determination to approve this application for modification to the existing SPDES permit # NY-0035271 for the Camp Simcha Wastewater Treatment System in the Town of Lumberland to discharge up to 45,000 gallons per day of treated sanitary waste to an unnamed tributary of the Delaware River, NYS Waters Index # D-15, Class B. (Outfall 001). A new sewage treatment plant is proposed for the increased discharge.

The increase from the current 17,500 gallons per day is proposed to allow a proposed increase in the camp population from 332 to 846 over the next five years.

A draft SPDES permit with DEC-proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

This permit is for the surface discharge of 0.25 mgd of treated sanitary wastewater to Furnace Brook, a class C water. The following changes to the permit are proposed: The permit includes updated forms and reflect current DEC guidance, format and nomenclature and incorporate the latest general conditions. Interim permit limits, levels and monitoring have been added until upgrades are completed in accordance with the schedule of compliance. Special conditions and a Short Term High Intensity monitoring schedule have been added. Details of changes are specified in the draft permit and Statement of Basis.
