Project Description:

The applicant proposes to conduct well point dewatering of groundwater in 4 locations at the Bay Park Sewage Treatment Plant to facilitate the construction of a cast in place manhole, an overflow channel, gate chamber, and a Vortech stormwater system. In order to install the Vortech system, well locations 2 and 3 will operate simultaneously for a duration of 1 month with a maximum daily discharge of 3.6 million gallons. Dewatering activities for well location 4 will then occur with a maximum daily pumpage of 576,000 gallons in order to construct the concrete gate chamber. Dewatering for well location 1 will then occur with a maximum daily pumpage of 1.008 million gallons for 3 months duration in order to install the cast in place manhole. The groundwater discharge for all 4 locations will pass through an 18,000 gallon settling tank prior to being discharged into existing catch basins, overflow channels and outfalls which empty into the Mill River / East Rockaway Channel. The project is located at the Bay Park STP, 2 Marjorie Lane, East Rockaway, Town of Hempstead, Nassau County.

Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the New York State Environmental Conservation Law (ECL) and made a tentative determination to approve the permit application for a Title V permit and establish certified emission reduction credits (ERC's) for Aladdin Packaging. The Title V permit is for the operation of three flexographic printing presses and one laminator ducted to a regenerative thermal oxidizer. The ERC's are for past emission reductions of 81.3 tons per year of Volatile Organic Compounds (VOC's) which were the result of the closure of the facility located at 40 Ranick Road, Hauppauge. The property is located at 115 Engineers Rd, Hauppauge, Town of Smithtown in Suffolk County.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
